Karn gets 2 additional strikes (limited) each round and an optional maneuver once each combat. When a minion you control would enter combat with a reacting minion, you can lock Karn to cancel that combat and have Karn enter combat with the reacting minion instead.

How does this card address a compelling game need?: A new ally that has 2 additional strikes is novelty. The main benefit is circumventing prevention apart from those that prevent all strikes for the round or combat. It also compels the use of weapons to get more benefit from the additionals and create more deck ideas. 3 Pool cost seems appropriate.
Being a werewolf is to fit the ones already existing and interact with cards that use the werewolf trait. This is the reason it also has optional maneuver to fit the other cards and also to help getting damage in melee but it may be overpowered with weapons like .44 magnum (needs testing).
The other new effect would be the lock when you have another acting minion entering combat to cancel it and Karn go for combat instead. This is the same as the slave rule to make it sort of like a guardian for your vampires. It is also possible to add "cannot take directed actions" to the text to make it less strong. It is similar to Ohoyo Hopoksia (Bastet) but instead of your minions reacting it is your minions acting. This is a powerful effect so it is best to be a unique ally to avoid abuse in decks (being unique means if you want to rely on the ally you need to place a lot of them and he is still vulnerable since is an ally).
Could also be a clan specific card like some of the other werewolves or may fit instead with the Tzimisce and change the flavour entirely to a flesh construct with three heads that bite and similar text.
