Only usable by an unlocked vampire not involved in the combat. Lock this vampire.
Inferior oblivion [obl] If a minion you control is about to leave the ready region, the opposing minion takes 2 environmental damage before the end of combat.
Superior oblivion [OBL] As above, and if a vampire is about to go to torpor, this vampire can burn 1 blood to bring them to the ready region instead.

How does this card address a compelling game need?: This is a new combat card to work together with the new hecata allies or to be used in Lasombra combat when they are going into torpor. It is a way to punish opponents in combat who torporize your vampires or who decide to block your squishy allies in combat (servitor or bone shambler) so as to make them take damage (similar to FBI event). It does cost 1 blood and to lock another unlocked vampire not involved in combat so as not to be abused.
The superior effect is also very good to help you deal with combat since it is basically a rescue action at the same time and costing the same. I made it so it can work cross table if you need to desperately rescue another vampire from an ally right before combat is over (the opponent would not take damage since you do not control the minion so the basic effects do not proc), or if you just want to negotiate the rescue while it is not even your turn.

Use in conjunction with FBI Special Affairs Division and the vampire burning a minion takes 4 damage AND the minion isn't even burned but makes a quick return instead...

Not quite
. FBI only works on allies and they have to burn to take the damage. This card does not let you save allies in any way regardless, it only saves vampires.
Yeah it would be +4 damage that combat but you need to have FBI in play; the acting player knows it is in play and will risk taking the damage because it only works if the ally blocks, AND you need to play this card which locks you vampire and burns 1 blood (so it is like a carrion crows environmental 2 damage costing 1 blood and a lock, but the main thing is at superior it includes a rescue).
Also keep in mind this damage can be prevented but FBI damage cannot.
