I like your idea, but the way i'd do is:

Type: Action
Disciplines: obfuscate
The bleed is with +1 bleed. If the acting minion is a Nosferatu and the action is successful, you can look at your prey's hand.
Superior OBF: The nosferatu can burn a blood to discard a card from your prey's hand.

The idea here is, even if you get bounced you can 1, trigger The rats already know 2, disrupt your prey's hand and 3, have the opportunity to play Spying Mission, which fits here nicely.

At the moment the wording is not connecting the burn pool with locking. Did you mean to say "lock this card to..." at the start? Locking the card is pointless as it stands. More appropriate wording would be "you can only lock this card if you see another methusalah's card in their hand, crypt or Library. Lock this card for that methusalah to burn 1 pool." can't remember which comes first
