Laibon structure in sub-Saharan Africa is a unique thing (almost all Magagi are Guruhi, fyi, I haven't dug Into v20 dark ages to see if anything changed much since KotEK) in both structure and function. Its inclusion in vtes is mainly because the bloodlines there make little to no sense thrown in arbitrarily to European sects (I don't care that they made it to the other hemisphere, they're European. Except the drowned legacies...)
Even the Ashirra are functionally Camarilla from the middle east, and function like it, but with a smattering of other principles and some renaming.

Laibon is quite different, and because of both function and structure it would make very little sense to make an action other than Mozambique Allure do it.

Regarding the non inclusive aspect, it mirrors how they handle the dark kingdom of ivory/Bush of ghosts in wraith, and thematically fit quite well both in a WoD mirror sense and for reasons of why they ignored a whole continent in non DA material until KotEK saw print.
It was the easiest way to maintain the suspension of disbelief; Laibon? They deliberately dont interact much with outsiders. Beast Courts of Asia? They have thier own stuff happening, and ever since prehistorical War of Rage remained insular and distrustful of outsiders. Naga have totally lived there this whole time too.... but the naga feel they can better operate if only the beast courts know thier alive, so they learn and assassinate for gaia still, but it suited them to be isolated and alone.

It's like they had a large wheel affixed to a pointer and spun it for reasons a given group was "insular and distrustful of outsiders ".
