Deflection, Direct Intervention and Eagle's Sight

"Player C plays Direct Intervention on Player B's Deflection."
If B have another Deflection,he need to ask A,if A have something to play(increase bleed example),and then can play his 2nd Deflection.
Can all that be confirmed from Rule Director?

Well,actually here then:
This scenario:
4 players table with the following sense of bleeding: A -> B -> C -> D
Player A is bleeding player B with one of their vampires.
All players decline to block.
---so impulse back to A,A dint play anything,just anounce total bleed( with Arika for 3 example)
Player B plays Deflection sending the bleed to player C.
Technically, here the impulse to play any cancellation cards goes back to player A, who declines to do anything and the impulse goes to the other players, B, and then C.
Player C plays Direct Intervention on Player B's Deflection.
if A have impulse there to increase bleed?
Player A plays Conditioning superior.
Yes, after the DI, impulse goes back to player A who can play a card (Conditioning)

B cannot play another Deflection with the same minion but can play a Deflection with diferent minion when A gives him the impulse, so A can play Conditioning and B play then a Deflection with another minion or a different card to bounce the bleed
