check Sniper Rifle + Drawing Out the beast

This isn't my personal crusade (i.e. Army of Rats should have a superior) and I understand the ruling. Admittedly, I would have made this call incorrectly in the past. Thanks for the reminder.

I'm unclear on when the "determine range" step actually ends.
- Is it after range has been determined (i.e. set with sniper rifle)?
- Is it after both players decline to play cards with a "before range is determined" requirement?
- Is it before players begin to play manuevers?
- Is it after both players decline to play additional manuevers?
- Is it whenever the either minion's controller says it is?

In the original example, after player B sets the range to long, could either player still use something like Carrion Crows or Increased Strength, even though both cards have a "before range is determined" requirement?

If that's the case, couldn't the acting minion wait for the blocking minion to manuever (or not) before playing additional "BRID" cards? How is that not "after range is determined"?

For example, keeping the same vampires from the example above...
1. Player A bleeds with Enkidu
2. Player B blocks with Lernean
3. Player A declines to play any "BRID" cards.
4. Player B maneuvers to long range with whatever
5. Player A declines to maneuver and range is long
6. Player A then decides to play Carrion Crows & Increased Strength or Drawing out the Beast once they know the range is long.

- Could Lernean wait until he knows the range before playing Shotgun Ritual?
- Have I been playing Torn Signpost wrong for 30 years?

Does this rule only affect cards that set range or can you still play BRID cards after the opposing minion has maneuvered? Is that considered "during" the manuver step, but before range has been determined? When has range been determined?
You can see why there might be some confusion.

There are two important steps

Before range is determine step: where you can play Drawing out the Beast, Set the range with Sniper Rifle, Increased strenght...

Determine range step: where you play manoeuvre, and at this point, it is too late to play Drawinf, torn signpost...

For example, keeping the same vampires from the example above...
1. Player A bleeds with Enkidu
2. Player B blocks with Lernean
3. Player A declines to play any "BRID" cards.
4. Player B maneuvers to long range with whatever --> player B doesn't have the impulse to play/use any maneuvers, if player B declines to use any BRID card/effect then Player A will have the impulse to start the playing/using maneuvers
5. Player A declines to maneuver and range is long
6. Player A then decides to play Carrion Crows & Increased Strength or Drawing out the Beast once they know the range is long. --> too late for these cards as they must played before the range would be set (if you prefer, before any minion could play/use any maneuver)
