I remember Hugh mentioneing this obliquely in a post, but I just checked, and it does indeed look as though the Judges' Guidelines have been updated on this site.

When did this happen? Did I miss this announcement? It sure looks like the stalling and collusion rules have been updated. Was there a slow play section before? The whole thing looks a bit more organized. Am I hallucinating?

I haven't changed that section in ages, if not at all.
It was written in ~2000, and updated with MtG (or similar) judge guidelines in 2004.
Slow play is also mentioned in the Tournament Rules.

Concerns were highlighted that David Tatu may have too much stock and may need to dispose of some for space concerns.
BP noted he did not think this was the case and either way US players would be able to make use of the product.


Follow up to action item: I spoke with Robyn Tatu. There are no such concerns and the thought of disposing of stock has never entered her or David's mind. :)
