Has the determination for the EC 2013 been completed?

Will full details be announced and ready for consumption by the players attending the EC 2012? (i.e. location, dates, hotels, etc.)

Has the EC best practices document been shared with the public? I couldn't find it on Usenet.

I won't be attending the EC this year, as I'll be in Shanghai for work, but V:EKN could do much better in this area by being ahead (or on time) rather than always trailing behind.
