It's tempting to say that if the idea is to call out cool decks, just call out cool decks. Post their links. Say something about them. Remind people every year or so that there was this really cool deck.
However, that's not an organized way to do it. I can see someone managing a place for recognizing the coolest decks of all time. I can see that being called the Decks Hall of Fame or some such.
But, create a poll for that sort of thing. Put up all of the decks from a given year or for a given category that Jeff used to break up decks (clan, capacity, number of entrants).
I just can't imagine trying to institute a bunch of arbitrary categories. Categorizing decks can be hard, if for no other reason, and I see other reasons.
Btw, candidate for coolest deck of all time and certainly way cooler than my tournament winning Baali deck: thelasombra.com/decks/twd.htm#2k3watfordmarch

The top players are already qualified from winning tournaments. Better formulate this as "the top non-qualified players ..."Continental Championship automatic qualification
The top X% players (rounded up) in each national ranking get automatic qualification for any Continental Championship (only for Day 1, if any).

There is at least one person who the art was done for, and hes never been on a card. Mark Loughman has had his portrait finished for that reason for quite some time and hes never been on a card.
