Can a small league use proxy cards outside the guidelines? just the front part printed, pasted on magic cards, and no shields? Or does the organizer have full power?

What do you mean by "small league"?
And if it's organized, then it must follow the organizer's rules.

If it is not a sanctioned tournament then everything goes; whatever the organizer decides.
