Can a Priscus be the target of a Scalpel Tongue by a vampire that is not part of the Priscus sub-referendum?
(i.e. is the Priscus Sub-referendum part of "this referendum")

So the answer is "No" (was there a second question?)

You misread. Scalpel Tongue can't be played if the Priscus doesn't cast votes outside the Prisci subreferendum.Yes, and yes.

Ankha is correct.
Unless the Priscus casts "votes" (different from "Priscus vote"), they aren't an eligible target for Scalpel's Tongue.
