Can a Priscus be the target of a Scalpel Tongue by a vampire that is not part of the Priscus sub-referendum?

(i.e. is the Priscus Sub-referendum part of "this referendum")

Requires: Celerity & Presence
Cost: 1 blood
Only usable during a referendum.

 Choose a vampire who has cast one or more votes in this referendum. The chosen vampire is tapped and abstains during this referendum (this cancels that vampire's votes).

 As above, and the chosen vampire burns 1 blood.

You misread. Scalpel Tongue can't be played if the Priscus doesn't cast votes outside the Prisci subreferendum.

However, if he casts votes *also* in the main referendum (eg. Gratiano who has become Cardinal, or a Priscus playing Awe), his votes in the prisci subreferendum are lost as well (he abstains both in the main and the prisci referendums).

So the answer is "No" (was there a second question?)

Ankha is correct.
Unless the Priscus casts "votes" (different from "Priscus vote"), they aren't an eligible target for Scalpel's Tongue.

Yes, but only if the Pricus has cast votes in the main referendum. This happens with Genevieve, or when Stavros plays Bewitching Oration, or when Gratiano is a Cardinal.
