Action: Cost other than blood/life was created by Baaliprimogen

Okay. I know there has been some confusion on this subject. Could I get a final ruling on this:
I an action (card or effect) states that you have to burn the edge(or other thing) to make action X. You do only burn the edge if the action is successful, right?
(look at cards like, Hrothulf, Shatter the Gate, Strike with Conviction or even Shattering the Cresendo)

Additional cost is alway paid when action is successful...

Action costs are paid when the action is successful.
