I use withdrawl quite often.
When in duel, and if you know the withdrawal would give you the GW, it's a nice opportunity to say to someone "Well, we could either struggle, and timeout, or I withdraw, and you get a full 1 VP instead of 0.5"
Or have a 2.5-2 table split.
Now, regarding the "tournament rules" vs "rulebook rules", there are some differences, the major one being the library zise (60-90 in tournament rules, 40 - 40 +10/player in rulebook)
I'm happy with the rulebook not splitting VPs.
