Anarch Revolt damage and Cobra Fangs was created by fredsct
Anarch Revolt - Master
Put this card in play. A Methuselah who does not control a ready anarch burns 1 pool during his or her untap phase. Any vampire can call a referendum to burn this card as a +1 stealth political action.
Cobra Fangs - Combat
Requires Serpentis, costs 1 blood
(Inferior) Strike: make a hand strike (at strength damage). If any damage from this strike is successfully inflicted on an opposing ally, burn that ally at the end of the action.
(Superior) As above, and if any damage from this strike is successfully inflicted on an opposing vampire, that vampire goes to torpor during his next untap phase.
So assume Monte Methuselah controls an Anarch Revolt and Joe Methuselah controls exactly one anarch vampire. One of Monte's vampires gets into combat with Joe's one and only anarch vampire during Monte's turn and successfully inflicts damage using Cobra Fangs at superior. Will Joe lose a pool to the Anarch Revolt during his next untap phase or may he order the Anarch Revolt effect before the Cobra Fangs damage effect? (And, of course, explain your reasoning so I can defend the answer to others...)
Apologies for not finding the answer on Usenet posts anywhere. I have a feeling the answer is out there. I used to be pretty good at searching them using the White Wolf rulings web page search function but that's gone now. Do we have anything like that on this site? I couldn't see one right off.

You must control 1 or more ready Anarchs at the end of your untap phase to avoid the damage from Anarch Revolt.

Xe has to control at least one ready anarch at the end of xer untap phase to
avoid losing pool.
The effect cannot be applied if the player has any ready anarchs. And the player
cannot leave xer untap phase without handling the effect if xe has no ready
anarchs. The combination of those two points leads to my first sentence above.

Anarch Revolt's effect is not "check for A to be true," (like Jeremy Talbot's ability) but it is instead "if A is true, then B must happen."
if the condition is not met, the effect does not exist at all, and you can not order a nonexistant effect. after Cobra Fangs resolves, it creates the Anarch Revolt effect, which can now be ordered as the player chooses but must be resolved (or cancelled) before the untap phase ends. for example, he may gain pool from vessel first, or use the Warsaw Station to move the vampire back to the ready region (and avoid burning 1 pool).
