Thinking about this combo:

Truth of Blood
[aus] [qui] (D) Bleed at +1 bleed. If this action is blocked, the controller of the blocking minion discards two cards at random from his or her hand (before combat, if any). Those cards are not replaced until the end of this action.
[AUS] [QUI] As above, but bleed at +2 bleed

Change of Target
Only usable when this acting minion is blocked (play before combat, if any). Untap the acting minion, do not tap the blocking minion, and end the current action (it is not successful). This minion cannot perform the same action again this turn.

The way I see it CoT is played in the same window as the discard effect of
ToB takes place hence allowing me to play CoT after the discard has occured.
Am I correct?

Should be possible, yes. An analogous situation occurs with Burning Touch:

[val] If this action is blocked, the blocking minion burns one blood or life before combat begins. Any minion currently attempting to block may now choose not to block.

And LSJ tells us: [LSJ 20020115]

BT is playable at any time before the block succeeds.
CoT is playable once a block succeeds.
Obedience is playable once a block succeeds that would lead to combat.

Yes. to the BT + CoT question
No. to the BT+Obedience question


Truth of Blood seems to me to have the same timing, so it should be fine.

It's a tad different (in a way that Truth in blood produces a triggered effect, rather than being an action modifier when the card is played).
But that doens't change the fact that you can play Change of Target after the cards are discarded, similarly to the ruling you give and to this one: [LSJ 20040412] , about Bear-Baiting.
