If you performing (successfully or not) an Anonymous Freight action, Hay Ride can indeed only be used to play Anonymous Freight again (with, maybe, a new target).

Were you looking for a card such as Pier 13, Port of Baltimore?

In this case, the equipping part is not an action (so you can't play action modifiers - such as Forger's Hammer - on it). It also triggers during the influence phase, where minion cards can't be played.
