What is a proper procedure :
I play, for instance, Toreador Grand ball. Do i have to nominate targets for it BEFORE i replace it, or i can do it AFTER i replace it?
And why?

You must fully declare a card to play it.
You must play it before you replace it.
This is true for all cards. (This is also true for political actions, where the declaration is the calling of the vote with the potential terms. Terms are only declared when the action succeeds.)
So, when playing TGB, you specify exactly which Toreador will fit each role before you replace it.

Correct. See Complete Rules Reference section II-B-1, II-B-4 and II-D for details.You must fully declare a card to play it.

A second important feature that is sometimes missed by players is that you have to specify the effects, targets choices etc. of the master card before another Methuselah cancels it (with Wash, Sudden Reversal etc.).
