Cardinals and Regents

From the rule book:

"The regent counts as cardinal by cards and other effects, but has an additional vote as well."


If I control a ready Regent but no other titled vampires, can I play Gurchon Hall which requires a Cardinal, but has no "reminder text" about Regents? (Would/could a methuselah's ability to play such cards be considered an "other effect"?)

If not, does it make sense to alter that rule book sentence so the card can be played??

The Card List linked from the site:

doesn't seem to include the change (with "Regent").

Ah .. Interesting.
I guess I'll fix all of these when I update the cardlist.
In the meantime, use the list I gave rather than the others (which, obviously, aren't up-to-date).
