Obedience vs new-psyche

I thought reactions could not be played at combat, as "Power of All" controversy showed, and that the reason behind "old psyche vs obedience" worked is that both were outside combat, and as new psyche is inside combat, it wouldn't allow obedience, or power of all for that matters, to be played.

You can play Obedience to end the action as the combat created by Psyche! would start. Just as before.Hi
How does it work now, with Psyche! being inside the combat and Obedience being a reaction?

Correct.
New Psyche! is played inside combat. Its effect - starting a new combat - happens after combat.
