I asked because there was a dot between the sentences and i wasn't sure if it was working only for thaumaturgy cards...

Rafastio Ghoul no longer says that. The latest version of the card text is just
Rafastio Ghoul can play cards requiring basic Thaumaturgy [tha] as a vampire with a capacity of 3. The rest is covered by the rulebook in section 1.6.3.

Ok for this one, but I believe that was an omission in the Rafastio Ghoul card text...

But the question is the same with the Herald of Topheth...

 as a vampire with a capacity of 5. Any cost in blood is paid with his life. If a card would give him blood, give him life instead. If the Herald has less than 5 life during your untap phase, add 1 life. During your influence phase, burn 1 pool or burn the Herald.

And so is the answer.

If an ally can play a specific subset of cards 'as a vampire', then they can play that specific subset of cards and pay life where blood is required.

All other cards that require blood cannot be played by that ally.
