Scalpel Tongue vs Conductor was created by Jeff Kuta
Vampire A with CEL/PRE attempts a political action on Methuselah A's turn. Methuselah B controls several ready Daughters of Cacophony, two of which are untapped (B and C), with one of those being a Conductor (C). The action goes to referendum.
At a certain point during voting, all table votes have been cast in favor of the terms by A's vampires, and against the terms by B's vampires. Vampire A plays Scalpel Tongue at CEL/PRE against Vampire C.
What happens to Vampire B's votes, if anything, now that the Conductor is tapped?

Put this card on a Daughter of Cacophony. While this Daughter of Cacophony is untapped or acting, each untapped or acting Daughter of Cacophony gets an additional vote.

Only usable during a referendum.

: Choose a vampire who has cast one or more votes in this referendum. The chosen vampire is tapped and abstains during this referendum (this cancels that vampire's votes).

: As above, and the chosen vampire burns 1 blood.

IMNF, but all vampires have cast their votes before Scalpel Tongue was played, therefore only the votes of the target by Scalpel Tongue (the Conductor) are taken way for tallying purposes.

Any vampires who have gained a vote from Conductor because the vampire was untapped lose the vote if the vampire is tapped mid-referendum.

Where "her special" appears to be slightly sloppy shorthand for "the special ability provided by Conductor" (since none of Angela's own text is relevant).
More generally, a vampire voting 'in favour' isn't a static event where the total number of votes cast by that vampire is set in stone. For example: I call a vote with Queen Anne. She casts her 2 votes in favour - she is now voting in favour. However, a nefarious Methuselah plays some hidden votes from their hand somehow. I play Bewitching Oration with Queen Anne. She was already voting in favour, so her votes are cast in favour - but the total number goes up. In much the same way, the number of votes being cast can go down (though there are vastly fewer ways to do that).
