An ally "A" is recruited. During the same turn, can a vampire V play Red List on A?
In other terms, is A "ready" when it is recruited?

(This is a classical case in a Trophy deck based on Caiaphas Smith)

This also concerns Permanent Vacation (on one of our own ally) or Preston Varrick that would act during another Methuselah's turn (through Madness Network or Enkil Cog) after that Methuselah has recruited his only ally during that turn.

I think the answer is no but it's worth a reference.

Name: Red List
Cardtype: Action
Requires a ready, titled, non-Red List vampire.
(D) Choose a ready ally or a ready younger vampire. The chosen minion becomes Red List. That minion may not attempt to block this action.

Name: Permanent Vacation
Cardtype: Political Action
Choose a ready ally. Successful referendum means that ally is removed from the game.

Name: Preston Varrick
Cardtype: Vampire
Clan: Tremere
Group: 4
Capacity: 7
Discipline: aus nec DOM OBF THA
Camarilla: Preston gets +1 bleed when bleeding a Methuselah who controls a ready ally.

To recruit an ally from your hand, play the card and tap the acting minion. If the action is successful, the ally is placed in your uncontrolled region, even though it is controlled, to indicate that it cannot act this turn (and the cost, if any, is paid).
At the end of the turn, any allies that were placed in your uncontrolled region (to indicate that they cannot act) are moved to your ready region.

An ally who has just been recruited and who is in the uncontrolled region is:
  • a controlled minion
  • not ready

The short answer (ruling/correction): The Ally is controlled (and thus a
legal target for most effects), but is not ready while it is in the inactive
region. This could be better shown if the Ally were placed in the Torpor
region, but doing so would lead to its own set of questions and confusion.

Correct.
(This is one of the numerous things that make the Cry Wolf + Abomination stack of cards something that doesn't deserve the name of "deck").

6.1.5 is quite clear on this:
"...to indicate that it cannot act this turn..."

Yes. LSJ confirms. [LSJ 20010621]

The turn recruited, yes. If brought into play in other means
(Compel the Spirit, e.g.), the restriction doesn't apply.
