Rushing the Underbridge Stray was created by CryWolf
Actual game in JOL:
Meth A controls Ossian.
Meth B controls Underbridge Stray + some vamps.
A: Ossian rushes Stray. (Tap Ossian)
B: Burn Stray to untap [some vampire]. Not blocking.
What happens to Ossian, since his action fizzles? Does he stay tapped?
Ossian

Cost: 3
Unique werewolf with 4 life. 2 strength, 0 bleed. Red List.
Ossian may enter combat with any vampire as a +1 stealth
action. In the first round of combat with a vampire who has played a card that requires Auspex [aus] during this action, that vampire cannot use any maneuvers or strikes. Ossian gains 1 life at the end of each round for each blood the opposing vampire used to heal damage or prevent destruction that round.
Underbridge Stray

Cost: 1
Animal with 1 life. 0 strength, 0 bleed.
The Stray may burn 1 life to give a minion you control a press. During a
action directed at you, you may burn the Stray to untap a ready minion you control (not usable if the Stray is blocking).
As above, but the Stray has 2 life and 1 strength.

First of all, Ossian can't rush the Stray since Ossian rushes only vampires.
Let's say that Ossian plays a Bum's Rush instead. The action will fizzle (since the target is no longer valid) and Ossian is tapped.
Cost is paid since the action is successful (was not blocked). (Unless there's a reversal on this?)

A fizzling action doesn't untap the acting minion.

Correct. The legality of the target is checked after cost was paid.
