I gather that the 3 votes of the prisci block are not affected by multipliers, but do multipliers apply to the votes of the prisci in the sub-referendum? Like for example I have Orlando Oriundus and Malgorzata out, does Orlando's special double the votes Malgorzata gets in the prisci sub-referendum?

Priscus don't cast votes but ballots.
Even with the old cardtexts, everything that refered to votes never applied to priscus votes (except when stated otherwise, like Free States Rant)

Cardtype: Political Action
Requires an Independent vampire.
Allocate X points among one or more ready vampires, where X is half the capacity of the acting vampire (rounded up). No more than 3 points can be allocated to each vampire. Successful referendum means each vampire burns 1 blood for each point assigned. In this referendum, {non-priscus titles are worth 1 fewer vote each, priscus title is worth 1 less ballot}, and burning the Edge is worth an additional vote.

Prisci have no votes (unless they play cards that actually give them votes, such as Bewitching Oration).
They have ballots.
What affects ballots affects ballots.
What only affects votes only affects votes.


Here's the relevent cardtext and section of the rulebook:

Rulebook 6.3.3 wrote:

The Prisci Block. The prisci as a group have 3 votes. During a referendum, the prisci block of 3 votes is cast "for" or "against" the referendum according to the prisci subreferendum. Each ready priscus provides 1 ballot for this subreferendum, and votes may not be used in this subreferendum. Each ballot cast is either "for" or "against" the main referendum. Whichever side has the greater number of ballots in the subreferendum gains 3 votes in the main referendum. If the subreferendum is tied, the prisci block abstains from the main vote. As vampires cast their ballots in the subreferendum, the prisci block of 3 votes might shift between "for", "against", and "abstain" (as the majority in the subreferendum changes). A vampire must cast all of his votes and ballots in agreement.

No.

Prisci don't have votes in the sub-referendum. They have ballots. Ballots aren't votes. [RTR 20111202]

A “ballot” is the name of the former’s priscus vote, cast in the prisci subreferendum. A ballot isn’t a vote, so some cardtexts were updated to match the distinction.


Prior to that change, the answer was still no.

Orlando affects "votes" which means only main referendum votes.
