Madness network and mandatpry hunts

Situation: madness network in play malkavian empty on an opponent's minion phase end

Questions:
Is the malk Required to hunt on his opponent's turn?
If not, is he allowed to take a non-hunt action?

The rules in the Rulebook seemed confusing regarding whether mqndatory actions apply only during your own minion phase

No. Acting under a Madness Network (or similar out-of-turn acting) is optional. But...

Both statements are true.
The consideration here is from section 6: "A ready vampire with no blood
cannot take any action except hunt."
