Zelios- Requires Untapped?

Hi All,
I'm pretty sure that Zelios' ability doesn't require him to be untapped, but I wanted to double-check.

Camarilla primogen: If Zelios is ready, you may tap him to pay the pool cost of a location with his blood instead. +1 strength.

IIRC, it mean that must tap him to produce his effect. Else, it would be worded "when you pay the pool cost of a location, you can tap Zelios and pay its cost with its blood"

Bummer. For some reason I think I was confusing that with the no repeat action rule- During x do y. Thanks.

Erm, now you're confusing the rules on repeat actions with the interpretation of "During X, do Y".

I guess I just don't know what I'm saying at the buttcrack of dawn. Good thing I don't actually play VTES this time of day!
