Only usable before range is determined. This vampire burns 1 blood to set the range for this round. Skip the determine range step this round.

Is there something in DotB that prevent you setting the range or playing the card ? No. So, as long as it is before the determine range step, you can play selective silence.
What you cannot do is use Selective silence after the ability of a Sniper rifle (or any other set range effect) have been played.
