Harzomatuili - Clarification

According to Secret Library, Harzomatuili requires ready cardinal OR regent. Where is this ruled? The card itself only says it needs ready Cardinal to play.

And what is the current ruling on the card? Is Secret Library up to date?

Moot: in the rulebook, a Regent always counts as a Cardinal when needed (section 10.2). The text on Harzosomething may have been updated for clarity, but even without that text a Regent can play it.

Rules :

The title of regent is unique (see Contested Titles, sec. 4.2). The regent counts as cardinal by cards and other effects, but has an additional vote as well.

So, the secret library text have more reminder text, but actually mean the exact same thing. by the rule of the regent title, everything that require a cardinal can be done by a regent regardless of the card text.
