If I KK bleed at obf and it is reduced to zero, can I burn an ally that costs zero?

I think I can, but my understanding may be wrong. I think a bleed that resolves for zero is considered a succesful action but not a succesful bleed.

A zero bleed isnt successful

But, the action is and that all Keystone cares about.
