It has to follow the "impulse" sequencing order (think about combat sequencing).
To make it short, you have to wait that the "acting" Methuselah says "I'm done with my actions during my minion phase" before you can use the Enkil Cog.
And after you use it and perform your action, you give the opportunity back to the acting Methuselah to start actions again with his remaining minions.

It follows the sequencing rule.
Basically, the player whose turn it is is allowed to take any amount of actions.
Whenever she doesn't want to take any actions anymore, she passes the impulse (basically saying "I'm done").
In that case, the prey gets the impulse to declare actions, and can use her Enkil Cog.
Example: the situation is A => B => C => D => E, and it's A's turn, A performs 3 actions, and says "I'm done doing actions."
B then gets an opportunity to declare an action. Tap Enkil Cog, do your stuff, and then, A gets the impulse to declare actions.
This means, A can say "Ok, I'm done", watch B tap her last minion with Enkil Cog, and then restart taking bleed actions against B.
Now, trickier : Madness Network is in play, and B and C have Malkavians.
A declares she's done.
B gets the impulse to declare an action. If B performs ONE action, A gets the impulse right after THAT action (B doesn't get to declare several actions in a row).
If B passes, then C gets the impulse. If C declares ONE action, A gets the impulse. And then, A can either declare actions, or pass. If A passes, impulse goes to B, who can then either declare or pass. As above.
When impulse reaches E, if E declares an action, A gets the impulse after that. Otherwise, if E passes (most of the time because E doesn't have a Malkavian / Enkil Cog), then A's minion phase is over.
This means that, if A says "OK, I'm going to let you do your Enkil Cog action, and if I don't like it, I'll play this Govern at inferior, instead of the superior I plan to play after your action. Go ahead." and all pass, then A can't play her Govern at all.

Can i choose when to tap it? Or do i have to wait till that Methuselah finishes all his actions?
