Can Kahina the sorceress call her text vote if there are none of your corruption counters in play?

Independent: Kahina has 1 vote. She can call a referendum to inflict 1 damage on each minion who has one of your Corruption counters as a +1 stealth political action.

Yes. Just like you can call a kindred segregation even if there are no allies in play.

As i read it yes, but lets wait for Pascal's answer.

To me it reads that she has 1 vote for whatever referendum she can participate in.

Kahina can call her text referendum even if there is no Corruption counter on the table.

EDIT: "vote", in this game, represents the influence of a vampire. Arika has 4 votes. Kahina has 1 vote. Votes aren't "called", they are only "cast", during referenda.
