But you could play it after a block has been declared, right? Right before combat effectively?

Well, it's called "Inspire Greatness" and "Burning Wrath" in a Brujah deck.

I just now noticed: if you have the proper older vampires, you can play multiple copies of Inspire Greatness on the same minion in an action. (thanks to the "Cloak the Gathering" ruling)
