Yes. Unless a card is unique or explicitly states that a minion can only have one, then you can put as many as you like on the same minion.
Also, yes they do stack, for the same reason (it would have to explicitly state if they didn't).

To be precise, you take an action to power up ONE despiral, not ALL. So, putting a second despiral on the same vampire serve only to cycle and economize some blood.
