You can't play another base Govern the Unaligned, nor can't you play a Computer Hacking, if you somehow untap.
Please give a reference to LSJ's link regarding Change of Target not tainting the action with NRA.
In [LSJ 20010512] , "the action kicks in if it is successful" should be read as "applying the terms of an action kicks in if it is successful".
Blocked actions trigger NRA (it wasn't the case back in Jyhad-times, but it is now, and it has been for more than 10 years).
Tangle Atropo's Hand cancels the action before resolution ("when a minion attempts to block"), which means we didn't reach resolution, and that the same minion can attempt the same action this turn.

No. The action is blocked (per Change of Target's text), thus the NRA kicks in.@Pascal:
Others have attempted to find a more recent than 2001 ruling by LSJ. It seems to imply that CoT will remove the NRA taint.
Does Change of Target "wash off taint" for the purposes of the No Repeat Actions rule. Such as:
Minion A declares a Bleed action. Minion B attempts to block. Minion A plays Change of Target.
Can Minion A now declare another bleed action (with a different name to the previous bleed action)?

There are a number of later discussions on the interaction between CoT and NRA clear. See for example this one from 2009 caused by our play goup getting CoT horribly wrong.
