It's "different" for action modifiers because the rule for playing action cards doesn't apply to action modifiers.

I'm not sure what the goal of Direct Intervention is, apart from cancelling a card when it is played.All of this, of course because the goal of Direct Intervention is to make the game as confusing as possible.
It's also "different" for action modifiers and reaction cards than it is for action cards, so ye.
