No, as rotschreck states : combat ends. This Vampire is tapped and sent to torpor. So no combat cards after rotschreck (except psyche! and Telepathic tracking, which are combat cards played outside of combat, as stupid as it is :-D). Ok. But Decapitate can be played in any part of combat, even after Taste of Vitae, presses, etc... That means that it can be played in the same window as Psyche! is played? Or not? And why?

Because combat has ended, and you cannot play combat cards outside of combat.
It is the same as amaranth, who can be used at any time during combat,(after taste, bla,bla,bla as long as the oposing vampire ends in torpor), i have given you the link for that ruling.
Psyche! and telepathic tracking are exception to the general rules for combat cards, as they are combat cards played out of combat (per LSJ ruling). In fact, TT is played during combat, when "combat is about to end".
