Bidding for more pool than you have when Temptation of Greater Power is played

Bidding for more pool than you have when Temptation of Greater Power is played was created by shornbuck1
Can a player bid more pool than he has in response to a Temptation of Greater Power? This includes the 5 on loan from the blood bank. So for instance, a player has 5 pool, can he bid 11 even though this will oust him and he doesn't actually have 11 pool to bid?
I found a post from LSJ that I think answers the question in the negative, but I wanted to confirm. Here is the post cut and pasted:

Choose a vampire. Methuselahs may bid pool for control of that
vampire. The winning bid is paid to the blood bank. Methuselahs may be
credited up to 5 pool on the bid: winner pays 1 pool toward his or her
debt during his or her discard phase until the debt is repaid. Only 1
Temptation of Greater Power can be played in a game.
