you can use it not only when blocking but also when somebody bumrushes you. am i right?

Only if you block bumrush, as non-combat minion cards cannot be used inside the combat.
Edit: well, I meant "is not tapped or can play reactions as if untapped" before bumrush.

Only usable when this reacting vampire is about to enter combat with an acting younger vampire.
[dom] Untap the acting vampire, do not tap this reacting vampire, and end the current action (and combat). The acting vampire cannot attempt the same action this turn.
[DOM] As above, but do not untap the acting vampire.
Arika can use Obedience without blocking Donal O'Connar's Bum's Rush action targetting her, if she is untapped or has played a card allowing her to play reaction cards as though untapped.

Slightly more complicated example which is also legal:
Donal plays Bum's Rush targeting tapped Arika. Gideon Fontaine attempts to block. Donal plays Resist Earth's Grasp to gain 1 stealth. Gideon declines to block. Arika plays On the Qui Vive and then plays Obedience.
In this example, Arika doesn't even have enough intercept to block the action, yet she can still play Obedience as normal.
