If a card is cancelled is the cost still payed if the method of cancellation does not state "No cost is paid"
Specifically Santaleous' special.

Yes, they're paid. The cost is not reimbursed if Santaleous cancels it.

If the card was a strike card, the minion who played it must choose a strike, which might come from another strike card.
