False Resonance
Action Modifier
Cancel a reaction card that requires Auspex
or Dementation
as it is played (no cost is paid).
+1 stealth, and once this action, this vampire can burn 1 blood to use the
effect above.
Mata Hari is bleeding.
Lambach tries to block.
Mata Hari plays faceless night, giving +1 stealth.
Lambach plays Precognition, giving +1 intercept.
1: Mata Hari can play false resonance at superior, canceling the precognition and continuing to bleed at +2 stealth total now. (+1 faceless, +1 from false resonance).
2: Mata Hari can only play False Resonance at inferior, canceling precognition.
Which one is correct, and why?

Mata Hari can play the superior effect. The second effect (to be able to burn a blood to cancel a reaction) is not mandatory, and she can play stealth normally, since the blocker already have enough intercept.

I dont get it. You cancel a card AS ITS PLAYED. How could you gain stealth, and then cancel the card? If you gain stealth, it means the card was in effect. So it was not cancelled as played. Right? Wrong? Why?

Mata Hari can play False Resonance at superior, for +1 stealth.
However, Mata Hari can't play it at superior *and* cancel Precognition. That would require sup' False Resonance to be a card canceller, which it isn't. Rulebook 1.6.1 defines that only card-cancellers and wakes (basically) can be played in the as-played window. Sup' False Resonance not being a card-canceller (because its effect isn't to cancel a card), it isn't playable in that "as played" window.
[EDIT] Note that, if False Resonance read "As above, with +1 stealth", that would have done the trick.

Because I had misread, and I believed you were asking if you were able to player the sup' effect and cancel a future reaction.

A third option may have been better.
Mata Hari may play False Resonance at either...
3a. ...inferior, canceling Precognition;
OR
3b. ...superior, continuing at +2 stealth with the option to cancel a future reaction requiring Aus or Dem (but not the recently played Precognition because it is outside the "as played" window).
When you are anvil, be patient; when a hammer, strike.
