Can it get stolen without playing a card?
As Jozxyqk points out, that's irrelevant, since you could move the played card back onto it.
However, yes, no library card required.
Camarilla: If you control the Edge, Bulscu can steal a location or an equipment in play that costs 3 or less pool or blood as aaction.

I think that this question is going offtopic. I don't care about stealing all the cards in the decks of the table, I was asking about the cards capacity of Maabara and the general rule.

There is no general rule concerning the number of cards you can place on another card.

I appreciate your first language isn't English but they did actually answer your question by telling you that the capacity was the number of library cards available in decks on the table excluding the Maabara i.e. it has no holding limit
