How to play Events (e.g. Urban Jungle)

Hello. Newbie here. I've read the rules listed in the sidebar; however, I can't find any reference to playing EVENT cards. Specifically, I'm referring to Urban Jungle which was included in a starter deck I bought off ebay.

Blood hunt referendums get an additional 2 votes against the referendum.
DRAFT: As above, and vampires get 2 additional votes in referendums they call.

So how do you play this card? Is it a Master card, an action called by a minion, or something entirely? Thank you very much for your help!

Essentially, instead of discarding, you put an event in play.

1.6.4. Event Cards
Event cards are played to represent events that affect the World of Darkness as a whole. Once each discard phase, a Methuselah may use a discard phase action to put an event card in play. Each event can only be played once in a game. An event card is controlled by the Methuselah who played it, by default.
