It's a nice tweak, although I would use a different sequencing...
Osebo plays 419 Operation
Vamp is trying to block
Osebo plays whatever cards she has, like stealth, and if cept shows up, Change of Target, THEN Massassi's Honor. It could make sense, if you use low cap osebo with obf upgrades in which case for one card you'll recycle 2+, and protect your Honored osebo as well.
2-3 of them in such deck might serve it's purpose.

Change of Target ends the action so you can't play Massassi's Honor after it as there ain't any action anymore.

Correct. It's perfectly valid if played the other way around - Massassi's Honor followed by Change of Target.
