Bone spur at long range was created by Keiran
Can I play Bone Spur at long diatance or before range is determinated so as to change cards in my hand?

Yes, it doesn't have a restriction on timing or range.

And you also can play it and choose to make a non-hand strike (if you have one), such as hitting with a Baseball Bat or playing a Form of Mist or Dodge or whatever.

Yes, it doesn't have a restriction on timing or range.

Any of the above.
Strike modifiers can be played any time before strike
resolution begins - including during choose strikes
after both combatants have chosen their strikes.
And you also can play it and choose to make a non-hand strike (if you have one), such as hitting with a Baseball Bat or playing a Form of Mist or Dodge or whatever.

Remember that anytime the card doesnt say"strike:" as part of its text, you arent committing to using it as a strime. Aid frim bats and usimg a 44 magnum both have the strike as part of the manuever, but cards like mythic form, which say you MAY use the strike of 2r agg do not force you to use the strike, just grant you the option. You do HAVE to strike, so you cant ignore your agg hands after playing bone spur, but as long as you are in combat, you can play it.
