Can an Empty Vamp Play Mask of 1000 Faces

If a vampire is untapped and empty, but prohibited from hunting, can he play Mask to take over another action? I would say no because the card text says he must be capable of performing the action and he is not capable because he has an unresolved mandatory action.

The text of mask reads:
Only usable by a ready, untapped vampire other than the acting minion who is capable of performing the action. Not usable if any action modifiers or other effects have been used that could not have been used if this vampire were the acting vampire. Untap the acting minion and tap this vampire instead. The action continues with this vampire as the acting minion.

"who is capable of performing the action" answers your question. Stuck minions CANT act at all.

If he could play that, soon we will have pentexed vampires playing Masks. And that dont make sense too.

I (about 5 minutes after reading this thread, but just now got around to posting) have a situation with some ambiguty on this topic:

I have an untapped, empty Kyoko

Kyoko Shinsegawa

Tremere

Camarilla: Kyoko cannot hunt as normal. She may hunt by stealing a blood from another ready vampire as a +1 stealth action.

And so far this turn, she has hunted, amd played freak drive. She technically must hunt, but cant repeat her card text action. There are no special circumstances such as events in play.

Kyoko has a chamgeling skin mask, and thus has OBF.

if March Halcyon (who i also control) bleeds with a computer hacking, can Kyoko Mask it? She isnt explicitly unable to do it, she cant take the mandatory action she needed to, but fan she?

Plainly, if it were something like an Abactor hunt, or if she had a protean skill card and tried to mask Beckett playing Lokis Gift, it would be most likely doable, as it fulfills her "im empty, must hunt" mamdatory action.

Thoughts?

Any minion that cannot perform their mandatory action cannot perform any other action and therefore they are incapable of performing any other action.

An empty vampire can take over a hunt action (assuming it's not a special hunt action that they're not eligible to take, or other weirdnesses).

The emphasis here was that they couldn't take over a bleed, say, but the "(non-hunt)" text is helpful.
