Restricted Vitae in a nutshell says:
1) You can't hunt unless you must.
2) If you MUST hunt then you MAY hunt as a
action off a younger vampire.

The D action is an alternative to hunting when you MUST hunt.
So when you MUST hunt, you MUST either hunt or perform the D action.
