If someone pays the two pool to cancel the card, dose the player Playing the card get the master phase back?

Think of it like an action. Pay when it happens. Play card, reach for pool. It may or may not get suddened or whatever. Burn pool, apply effects.
Also, youre telling us all about Golcondas inclusion in Nergal.....

Don't think of it like of an action. Lots of stuff happens between the play of an action card and its resolution.
Think of it like of any other type of card (non-strike).
Play the card and declare its terms.
Wait for card-cancellers.
Replace.
Pay and resolve (the "resolve part" doesn't happen if the card was cancelled).
