If a strike has no damage component, you can't add damage to it. So ignore Dam for that strike.
If a strike is for 0 damage (e.g. a vampire striking for hands with -1 strength from Blight), you can add damage to it.
This all follows on from the ruling you cite: vekn.net/general-rulings
No to both.
Forearm Block has no damage component. Theft of Vitae has no damage component.

Adding damage to strikes which are not damage dealing strikes will not deal damage (e.g., using Lucky Blow and choosing your Rowan Ring melee weapon won't deal damage) [RTR 19960221]
if i would play forearm block would i get that additional damage from Damed river?
if i would play theft would it be for stealing 2 blood and 1 additionla damage as well?
