Master: trifle.
Put this card on a vampire you control and move 2 or more blood from that vampire to your pool. Minion Tap cards cost you an additional pool. Villein costs an additional pool to play on this vampire.

Golconda: Inner Peace
Master.
Choose a vampire with a capacity 8 or more. Remove that vampire from the game. His or her controller gains pool equal to the vampire's capacity. His or her controller may cancel this card as it is played by burning 2 pool.

"Villein" is placed on the vampire and then "Golconda" removes that vampire from the game, so I would say that all of the cards on that Vampire go into the ash heap (but maybe they're removed from the game too?). If they're gone, their effects are gone, so I wouldn't have thought Minion taps would cost an additional pool. Happy to be corrected of course.

Cards on the vampire are burned.

1.1. Important Terms in the Game
2. Burn: When a card is "burned," it is placed into its owner's discard pile (the discard pile is called the "ash heap" for this reason). The ash heap can be examined by any player at any time. When a counter is "burned," it is returned to the blood bank (see Blood Bank and the Edge, sec 2.2). Sometimes, an instruction may say to remove a card from the game. While some cards and effects can retrieve cards from the ash heap, cards that are removed from the game cannot be retrieved or affected in any way. When a card is burned or removed from the game, any counters or other cards on it are burned.


Since they are no longer in play, their effect no longer applies.
