I have been really getting updated on all the rules.
Does the vampire Sensory Deprivation is to be played on need to be tapped already? or can it be played on an untapped Vampire? If so and the vampire starts the turn untapped can't it take one last action?

At CHI the card can be played on any vampire, so also on an untapped one.
Sense dep only mentions not untapping as normal during the untap phase. So if you find a way of being untapped in other phases (mylan horseed for example) or a way to untap in another way than normal (infernal minions) sense dep is nothing more than a flesh wound to the vampire playing the card
While a minion with sense dep on is untapped, it can act as normal.

Since it doesn't include stealth, and cost 3 it is a bastard to play, but since my collection is limited to the VTES, Ancient Heart, and Dark Sovereign it is a dozzy to play, and I lucked into numerous copies hen I won three decks packed with them.
So a Sensory Deprived Vamp (tapped) can still use Awake With Evening Freshness and play Telepathic Counters, if need be?

If that vampire is untapped, he can indeed perform one action (and, if he plays Freak Drive, a second one, etc.)
Sensory Deprivation doesn't remove the ability to untap, it only removes the ability to untap as normal during your untap phase.
